You're reading: Rada passes law on reforming state apparatus and administrative services system

The Verkhovna Rada of Ukraine on July 24 with 241 votes took as a basis a bill on renewing the state apparatus and simplifying the provision of administrative services.

Presenting the bill, Justice Minister Pavlo Petrenko said that the
proposed legislative initiative solves some problems in the field of
providing administrative services.

“The first problem is conducting a complete re-evaluation of those
public servants, who work in controlling authorities that operate in the
field of providing administrative services, with respect to
privatization issues. Actually, this is carrying out lustration and
introducing a mechanism of attracting new people who have higher
education and professional experience in the field of the state
apparatus,” he said.

In addition, the minister noted that the bill proposes simplifying
the procedure of providing administrative services so that “citizens
could obtain services in state and local governance authorities.”

“Through this law we propose transferring the functions [of providing
administrative services] from executive power bodies to the local
authorities. This is really a step towards the decentralization of
power, when local governments will receive real authority to provide
administrative services that are currently rendered by central power
agencies,” the minister said.
