The Verkhovna Rada, Ukraine's parliament, has returned the draft national budget for 2013 to the Cabinet of Ministers of Ukraine for revision.

“On Saturday [September 15] I sent the draft national budget back to
the cabinet,” Verkhovna Rada Chairman Volodymyr Lytvyn said while
opening a sitting of the conciliatory council of the parliament on
Monday, Sept. 17.

According to him, the parliamentary committee on budget considered the document at a meeting.

Lytvyn added that while drafting the national budget, the Cabinet of
Ministers should have taken into account the president’s proposals, as
stipulated in his annual address to the parliament.

He also said the draft budged should not be based on bills that have
not been adopted yet. Lytvyn noted that certain documents need be
adopted before they are taken into account in the budget.

Lytvyn also asked the government to draw up a program on social and
economic development and a report on the implementation of the national
budget for 2012.
