All three columns of Ukrainian humanitarian cargo from Kharkiv, Dnipropetrovsk and Kyiv have already arrived in Luhansk region.
In particular, the Kharkiv cargo now is being processed by the International Committee of the Red Cross (ICRC) in Starobilsk according to all standards and rules, the National Security and Defense Council reported on Friday, Aug. 15.
