Revenues of Ukraine's consolidated budget from Donetsk and Luhansk region due to hostilities fell by 72.8 percent in January-November 2014 year-over-year.

“Due to hostilities revenues of the consolidated budget from Donetsk and Luhansk regions fell in January-November 2014. The decline is rather high – by UAH 11.5 billion (72.8 percent) compared to the previous year, in particular, for Donetsk region a decline of Hr 8.7 billion and for Luhansk Obalst – by Hr 2.8 billion. We desire that next year the situation will change and peace will be seen in the region,” Head of the State Fiscal Service of Ukraine Ihor Bilous wrote on his Facebook page.

As reported, the national budget of Ukraine in January-November 2014 was short of 6.8 percent of revenues compared to the target for this period, according to the website of the State Treasury Service of Ukraine, with reference to live data.

According to the report, the general fund of the national budget received Hr 320.5 billion or 5.7 percent less than the amount of revenues for January-November stipulated in the plan: the shortfall was Hr 19.5 billion.

The report notes that the State Fiscal Service of Ukraine did not provide the collection of Hr 19.6 billion to the general fund of the national budget: the shortfall at tax authorities amounted to 8.1 percent (collected only Hr 175.5 billion), customs authorities – 3.7 percent (collected Hr 107.1 billion).

The special fund of the national budget in January-November received Hr 47.2 billion or 86.7 percent of the target: the shortfall was Hr 7.2 billion (excluding government domestic loan bonds for VAT refunds).

The report states that in November 2014 funds collection to the general and special funds of the national budget amounted to Hr 32.6 billion or 19.1 percent of the plan: the general fund shortfall was 13.6 percent.

According to the State Treasury Service of Ukraine, in January-November 2014 VAT refunds amounted to Hr 42.1 billion or 90.2 percent of the plan.

In January-November government domestic loan bonds for VAT refunds were issued in the amount of Hr 6.8 billion.
