You're reading: Russia cannot apply preventive measures because Ukraine signed Association Agreement with EU

Brussels - The European Commission has said that the European Union and Russia interpret the requirements of the agreement on the CIS in a different way, a high-ranking European diplomat told Interfax-Ukraine before the trilateral negotiations between the EU, Ukraine and Russia on the implementation of the Association Agreement scheduled for July 11, 2014.

We have various views to the agreement on the CIS, as for the application of preventive measures by Russia. Russia believes that it can apply these measures, the diplomat said, adding that according to the European Commission, the requirements on the agreement on the CIS do not give the right to Russia to apply preventive measures against the agreement parties merely on the basis of their signing agreements with third countries.

The diplomat also expressed confidence that the free trade regime with the EU will not affect trade of Ukraine with Russia.

He said that the Association Agreement does not foresee the urgent introduction of the whole regulatory legislation of the EU by Ukraine – so called acquis communautaire.

This is untrue, as this concerns only a part of legislation, the diplomat said, adding that under the agreement Ukraine will not introduce the REACH Directive regarding chemical substances and some other directives in full.

He said that Ukrainian companies would be able to continue producing products to export to Russia under the GOST standards used in Russia.

He also said that Ukraine would have transition periods to change the regulatory legislation, which could be prolonged if need be.
