Russia's permanent envoy to NATO on Monday slammed the North Atlantic alliance for "unprecedented" military activity near Russian borders and for boosting military budgets.

“We can see unprecedented activity on the part of NATO near Russian
borders. It is excessive and disproportionate, and undermines stability,
security and predictability in the Euro-Atlantic region,” Alexander
Grushko told reporters in Brussels in comments on a meeting in the
Belgian capital of the NATO-Russia Council.

“Such actions are likely to raise tensions in the Euro-Atlantic
region and undermine the current security system in it,” he said.

“Although the discussions made clear that Council members have
various views on what needs to be done first and foremost, we can record
that NATO realizes the need to comply with the Geneva agreement and
admits that political and diplomatic settlement is the only way to put
an end to the crisis,” Grushko said.
