MINSK - The leaders of the self-proclaimed Donetsk and Luhansk people's republics (DPR and LPR), Oleksandr Zakharchenko and Ihor Plotnytsky, will attend negotiations in Minsk only if certain preconditions are observed, DPR envoy to the Minsk talks Denis Pushilin said on Jan. 31.

“The first and the most important precondition for the leaders to go is a
ceasefire. Second, a final document must be drawn up for the leaders to
sign it,” Pushilin told journalists upon his arrival in Minsk on Jan. 31.

The DPR and LPR envoys are “ready to come here as many times as it takes
to draw up and sign a final document, only to save the lives of as many
our citizens as possible,” he said.
