The self-proclaimed "people's governor" of the Luhansk region Valery Bolotov has signed a decree to organize the regional referendum set for May 11 2014.
Opponents of the Kyiv Maidan in Luhansk advanced an ultimatum to the regional authorities and demanded that a referendum be held on the region’s self-determination, that the Russian language be given state status and all supporters of Ukraine’s federalization be freed.
Bolotov issued the instruction to appoint the Central Election Commission’s head and deputy head, and confirm the aggregated budget of the district election commissions.
He also ordered an audit commission to be formed in charge of printing ballot papers and their handover to the district election commissions on the day of referendum.
An instruction was issued to detail the procedure of presenting information about the referendum via the regional media.
Several videos are being filmed to be broadcast by Luhansk television channels, the press service of the Army of the Southeast reported. The videos will urge local residents to vote and demonstrate how ballot papers should be filled.
Voting will proceed at polling stations which will open at 6 a.m. on May 11 and close at 8 p.m.
The Army of the Southeast plans to count the votes and announce the results within three days.
Tight security measures will be taken at polling stations which will be guarded by the Army of the Southeast and by the militia.
