Overnight armed clashes and strikes caused damage to a number of houses in Luhansk, eastern Ukraine, including several apartment buildings in the city center, the Luhansk city council said in a press release on Aug. 21.

“Local residents have reported that the building housing the administration of the Luhansk Casting and Mechanical Plant was destroyed by fire after several shells hit it. Apartment buildings on Sovetska Street and other facilities across the city were damaged,” it said.

Luhansk remains without access to power, water, mobile or landline phone services, the city authorities said, confirming serious shortages of food, medical supplies and fuel. Only the most essential food products, including bread, can be purchased in Luhansk shops.
