Chief Commissioner of the Slovenian Commission for the Prevention of Corruption, Goran Klemencic, has said that Ukraine should switch from words to action in its fight against corruption.

"We should honestly and openly say that it’s a pity, but with regard to the fight against corruption Ukraine is trailing the pack among all the countries of a transitional type," he said at a meeting of the parliamentary committee on the fight against organized crime as part of the events of the Istanbul Anti-corruption Action Plan.

Klemencic told those present about the results of the second round of monitoring approved on December 8, 2010 at the ninth monitoring meeting in Paris. According to him, 24 recommendations on the fight against corruption were given to Ukraine in 2004, but in six years only one of these recommendations was fully carried out, 11 were partially fulfilled, while 12 were not realized at all.

According to Klemencic, the rating of Ukraine in the fight against corruption is not high compared to such countries as Uzbekistan, Tadzhikistan, and Armenia, which are also being monitored.

Klemencic pointed out that in Ukraine nobody is in charge of drawing up and realizing anti-corruption policy and strategy. According to him, efforts are dissipated among various agencies tasked with fighting corruption.

He also noted that most attention in Ukraine was paid to the lawmaking sector, but according to him, the implementation of already approved laws is much more important.
