 The State Border Service of Ukraine has said that the limited entry into Ukraine for Russian citizens is not a total ban. "Given the current complex military-political situation on the Ukrainian border and inside the country, where there is a high probability of armed provocations... the State Border Service yesterday significantly strengthened border controls regarding the entry into Ukraine of citizens of the Russian Federation," State Border Service spokesperson Oleh Slobodian said at a briefing in Kyiv on April 18.

He said: “First and foremost, physically strong men who travel alone
or in groups are in our field of vision. We will also pay attention to
women in the active age who could be involved in destabilizing
activities.”

He said that all citizens who leave Russia would undergo controls in
full, i.e. they will have to explain the purpose of their trip, place of
arrival and other related data, after which the decision on entry
into Ukrainian territory will be made.

Slobodian also added: “We are not talking about a total ban on Russian citizens’ entry to Ukraine.”
