Luhansk Oblast's governor said on Feb. 11 that militants forces had shelled the region on 43 occasions over the past 24 hours, and that one civilian had been killed and three others injured in militia attacks on the region's town of Popasna.

“Popasna is practically under unceasing bombardments. The militants are making regular attempts to break into the town, and its residential districts are constantly being shelled by artillery and Grads [Grad multiple rocket launchers]. This morning one civilian was killed and three were injured in Popasna,” a regional administration statement quoted Hennadiy Moskal as saying.

Moskal said one third of Popasna town had no electricity currently, that natural gas supply had been cut for 750 homes, and that there had been no water supply in part of the town for 10 days.

He said the Popasna district administration and police force remained on duty, rescue teams were working, a local hospital remained open and the local branch of the treasury kept operating. People were being evacuated daily, and so the city’s population, which was 22,000 before the conflict, had shrunk to about 3,000, the governor said.
