European Council President Donald Tusk has said that the sanctions imposed on Russia are linked to the full implementation of Minsk agreements.

He has said Europe was concerned over the escalation of shelling in Donbas since February, and that arms are still being supplied there.

Tusk, while speaking at a joint briefing with Ukrainian President Petro Poroshenko on the results of EU-Ukraine summit, said that he hopes that Russia will adhere to its commitments to withdraw Russian troops and armor from Donbas.

Tusk added that the EU hopes the hostages who continue to be detained in Russia, including Nadia Savchenko, will be released.
