Minsk - The Contact Group on Ukraine plans to sign a memorandum on a ceasefire during a planned meeting in Minsk, former Ukrainian president Leonid Kuchma said on Sept. 19.
“The main issue is point one of the protocol – how a ceasefire is to be achieved. We are planning to discuss and sign a memorandum on … how to achieve a ceasefire,” Kuchma told reporters.
