The Main Investigation Department of the Ukrainian Interior Ministry has launched criminal proceedings against Russian Defense Minister Sergei Shoigu and businessman Konstantin Malofeyev, Interior Minister Arsen Avakov has said.

“The Central Investigation Department of the Interior Ministry of
Ukraine has opened criminal proceedings against citizens of the Russian
Federation, Shoygu and Malofeyev, on charges of committing criminal
offenses under part 5 of Article 260 (creating unlawful armed groups)
and parts 3 and 5 of Article 27 (complicity in crime) of the Criminal
Code of Ukraine,” Avakov wrote on his Facebook page on July 22.
