The Ukrainian Foreign Ministry has said that the preliminary report by the Dutch Safety Board on the crash of the Malaysian Boeing 777 is proof that the airliner was downed by a surface-to-air missile.

“Although experts were unable, at this stage, to make more specific conclusions about causes and those responsible for the tragedy, the report is yet more proof of the theory that the plane was shot down by a surface-to-air missile,” Ukrainian Foreign Ministry spokesman Yevhen Perebyinis said at a briefing in Kyiv on Sept. 9.

He noted that on Tuesday the Dutch Safety Board released a preliminary report on the causes of the crash of the Malaysian airliner, according to which the crash was caused by external factors.

Perebyinis also mentioned the report made public on Sept. 9 by the investigators of the Ukrainian Air Force, which contains testimony from local residents that the plane was shot down by a Russian Buk missile system, which was brought by the Russian military to the territory of Ukraine.

“We hope that the latest results of the inquiry will make it possible to name concrete individuals responsible for this horrible tragedy who must be given the punishment they deserve,” the spokesman added.
