You're reading: Ukrainian government updates list of Donbas towns and villages out of its control

The Ukrainian government has endorsed two separate lists of cities, towns and villages in Donetsk and Luhansk regions temporarily not controlled by official government agencies and located along the line of contact with Russian-backed militants.

Cabinet directive No. 428 dated May 5 updates a previous document listing such communities it issued in November 2014.

In particular, the updated list of communities not controlled by Kyiv in Donetsk region includes Donetsk, Horlivka, Debaltseve (except Svitlodarsk and Myronivsky), Dokuchayivsk, Yenakiyeve, Zhdanivka, Kirovske, Makiyivka, Snizhne, Torez, Khartsyzk, Shakhtarsk, and Yasynuvata; the Amvrosiyivka, Starobesheve, and Shakhtarsk districts, and partially the Artemivsk, Volnovakha, Maryinka, Novoazovsk, Telmanove, and Yasynuvata districts.

The list of communities not controlled by Kyiv in Luhansk region includes Luhansk, Alchevsk, Antratsyt, Brianka, Kirovsk, Krasny Luch, Krasnodon, Pervomaisk, Rovenky, Sverdlovsk, and Stakhanov; the Antratsyt, Krasnodon, Lutuhyne, Perevalsk, Sverdlovsk, and Slovianoserbsk districts.

The document also endorses a list of populated areas located along the contact line (all of them are in Donetsk region, including Avdiyivka, Dzerzhynsk, Svitlodarsk, Myronivsky, Sartana, Talakivka, Lomakyne, and a number of populated areas in the Artemivsk, Volnovakha, Maryinka, and Yasynuvata districts).

The Ukrainian government had first endorsed a list of populated areas on whose territories government agencies were not performing their duties or were not performing them in full in November 2014. The previous list included 23 cities and towns of regional subordination and nine districts fully and one district partially in Donetsk and Luhansk regions.
