A new concept of social policy should be developed in Ukraine, Ukrainian President Viktor Yanukovych has said.

“The new concept of social policy should be a valuable and
internationally based guideline for national policy, [and] the core of
the future work of state agencies in the social sphere,” reads the
president’s annual address to the Verkhovna Rada, Ukraine’s parliament,
which was distributed on Tuesday.

According to Yanukovych, this strategic document could give the
society an understanding of the key parameters of the architecture of
each sector of the social area in Ukraine.

The president added that movement towards development and
implementation of a new, effective social policy is impossible without
the introduction of European standards in legislation on the social
sphere.

The president said that public discussion of the draft concept of
social development of Ukraine until 2020, which was developed by
Ukrainian scientists jointly with the working group of the social
council under the president, should be finished.

The president also raised the problem of speculation on issues related to language, culture, religion, and history.

“Political speculation on language, culture, history, and religion
are a serious obstacle to national consolidation and create conflicts in
society,” the president said.
