Ukrainian President Viktor Yanukovych has proposed that the powers of the Accounting Chamber of Ukraine by expanded with regard to its supervision over revenues sent to the national budget of Ukraine.

This is stipulated in draft law No. 2049, which was drawn up by the
head of state and registered in parliament on January 18, 2013.

The president said that amendments to Article of 98 of the Ukrainian Constitution are to be made.

According to the document, the Accounting Chamber on behalf of the
Verkhovna Rada monitors the sending of revenues to the national budget
of Ukraine, and their spending.

According to an explanatory note to the draft, the expansion of the
functions of the Accounting Chamber will allow it to fully control the
fulfillment of the country’s budget.

According to the Constitution, the Accounting Chamber controls only
the use of budget funds, but does not oversee the revenues target of the
budget.

Supervision over the fulfillment of the budget, both its revenues and
expenses, is a requirement of the fundamental international documents
in the state finance control sphere, in particular, the Lima Declaration
of Guidelines on Auditing Precepts (1977) and the Mexico Declaration of
SAI (Supreme Audit Institutions) Independence (2007).
