There is really not too much division on this issue as some of the articles/comments on this site may suggest. Most of the people do not view Russian Black Sea fleet as foreign and support closer cooperation between Ukraine, Russia, Belarus, Kazakhstan, etc. It makes sense. Everyone benefits.

To the contrary I think Yanukovych has proven he is more democratic then Yushchenko ever was. Full support for the option of a referendum in the event that the parliament can not agree. After all that is the democratic way is it not.

Whats more important is that any new lease agreement removes the right of further extensions.
The terms of any renewed lease should also include the costs of any environmental rehabilitation and clean up of the site. Russia as the tenant should be required to lodge a deposit (In an international bank) to cover the expected costs of the clean up on expiration of the renewed lease. Access to the site should also be negotiated prior to the conclusion of the lease agreement for the purposes of Infrastructure renewal in accordance withe an established redevelopment plan in the final five years of the lease period.
The extension of the lease would give Ukraine a further 25 years to plan for the proper and orderly redevelopment of this site.
One condition of a new lease is that Russia should not be allowed to station the new French-built Mistral ships there.
