Ukrainian President Viktor Yanukovych has signed a law amending certain legislative acts to improve administrative legal proceedings.

This document was adopted by the Verkhovna Rada on Nov. 17, 2011, and signed by the president on Jan. 11, 2012.

The law says that appeals by citizens involved in the process will not be considered if they do not specify their place of residence, are not signed, or contain disrespectful remarks addressed to the court.

According to the document, it is up to the court to decide on the procedure for the consideration of an appeal or its transfer to another court.

The law stipulates that administrative proceedings are conducted by a panel of judges.

It also lays down a procedure for the consideration of lawsuits filed by the State Tax Service.
