Prime Minister Arseniy Yatsenyuk has instructed the Finance Ministry to draft a legal framework for a dedicated fund for rebuilding certain parts of the Donbas region.

‘I have instructed the finance ministry to prepare a relevant bill on the creation of a special fund for the restoration of certain territories in the Donetsk and Luhansk regions which must be filled: firstly, with donations and funding from Ukrainian oligarchs,’ the premier told government on Wednesday, 17.

Secondly, it will be filled with donor aid, he said.

‘And thirdly, we can send funds from the national budget if we regain full control over the entire territory and businesses start working and paying tax to the central budget. But we will not take money from Lviv, Poltava, Kyiv, Zhytomyr, from Ukrainian pensioners … and send it to rebuild the territories not under our control,’ the premier said.
