The Ukrainian budget doesn't receive any payment from Donetsk and Luhansk Oblasts however pensions, gas and electricity supplies to the occupied territories in Donetsk and Luhansk regions continue to be paid for the government.

“Perhaps someone may not remember, but we’ve spent $1 billion on gas and electricity supplies to [the occupied] territory in Donetsk and Luhansk Oblasts, and we haven’t received any payment. They don’t pay [utilities] bills there, but to prevent people from freezing, we had to do it, as Ukrainian citizens are there,” Ukrainian Prime Minister Arseniy Yatseniuk said at a meeting of the national trilateral social and economic council.

He said that neither Donetsk nor Luhansk Oblasts transfers ‘a kopek’ to Ukraine’s national budget, while the Ukrainian government has already paid Hr. 15 billion in pensions from the budget.

Yatseniuk added that 1.1 million internally displaced persons also need to have relief aid paid to them.
