In response to new sanctions by the United States and European Union against Russia, the Kremlin-backed leader of the Chechen Republic, Ramzan Kadyrov, launched his own sanctions list on July 26. U.S. President Barack Obama and EU officials are banned from entering Chechnya and their bank accounts frozen.
