For the first time in Ukraine’s history, foreigners took three minister posts in the new government.
While some criticize the appointments, others make parallels to the
Middle Ages history of Kyivan Rus. According to the chronicles, in the
late 9th century, local nobility invited a ruler from among the Varyags,
the population of Northern Europe, to help end feuds in their land.
