On June 9, separatists in Luhansk Oblast vowed to be part of Ukraine, issuing a list of suggested changes to Ukraine’s Constitution that would make it possible.
They also considered Crimea as part of Ukraine. But just two days later,
the organization did an about-face and sought association with Russia.
