In an editorial published June 24, 1999, the Kyiv Post writes about the arrest of ex-Prime Minister Pavlo Lazarenko, who pillaged from the top of government between 1996 and 1997. The editors dare then-President Leonid Kuchma to appoint an independent prosecutor to get to the bottom of Ukraine's rancid corruption and punish those who are systematically raping the nation's resources.
