Kyiv Post classic: Kuchma can no longer back out of the war on corruption In an editorial published June 24, 1999, the Kyiv Post writes about the arrest of ex-Prime Minister Pavlo Lazarenko, who pillaged from the top of government between 1996 and 1997. The editors dare then-President Leonid Kuchma to appoint an independent prosecutor to get to the bottom of Ukraine's rancid corruption and punish those who are systematically raping the nation's resources. Kuchma never took up the challenge, leading the editors to conclude that Kuchma may be "as much a part of the problem" as Lazarenko.
