Russia and China  veto UN resolution  telling Assad to quit UNITED NATIONS, Feb 4 (Reuters) -RussiaandChinavetoed on Saturday an Arab- and Western-backed resolution at the U.N.Security Councilcalling for Syrian PresidentBashar al-Assadto step down over his bloody crackdown on a popular uprising.

The setback in diplomatic efforts to defuse the revolt peacefully came after world leaders and Syrian opposition activists accused Assad's forces of killing hundreds of people in a bombardment of the city ofHoms, the bloodiest night in 11 months of upheaval in the pivotal Arab country.

Shortly before theSecurity Councilvoted, U.S. PresidentBarack Obamadenounced the "unspeakable assault" onHoms, demanded that Assad leave power immediately and called for U.N. action against Assad's "relentless brutality".

"Yesterday theSyrian governmentmurdered hundreds of Syrian citizens, including women and children, inHomsthrough shelling and other indiscriminate violence, and Syrian forces continue to prevent hundreds of injured civilians from seeking medical help," Obama said in a statement. "Any government that brutalises and massacres its people does not deserve to govern."

He and other Western and Arab leaders put unprecedented pressure on Assad's veto-wielding allyRussiato allow theSecurity Councilto pass a resolution backing anArab Leaguecall for Assad to transfer powers to a deputy.

Heavy snow traps more people in Eastern Europe BELGRADE, Serbia (AP) — Eastern Europe's unrelenting and deadly cold snap produced another heavy snowfall in the Balkans on Saturday, trapping people in their homes and cars, causing power outages, and closing airports, railway stations and bus services.

In Bosnia, which woke up to more than three feet (one meter) of new snow — vehicles carrying about 30 people were trapped in a tunnel south of Sarajevo. They called local radio stations to appeal for help, saying they had children with them and were running out of fuel. But when snow plows arrived on the scene, they also got stuck Saturday, officials said.

United Nations: Civilian deaths in Afghan war hit record high KABUL, Afghanistan (AP) — Last year was the deadliest on record for civilians in the Afghan war, with 3,021 killed as insurgents ratcheted up violence with suicide attacks and roadside bombs, the United Nations said Saturday.

Taliban-affiliated militants were responsible for more than three-quarters of the civilian deaths in 2011, the fifth year in a row in which the death toll went up, the U.N. said.

The figures were a grim testament to the violence the Taliban and allied Islamist militants can still unleash in Afghanistan, even as NATO begins to map out plans for international troops to draw down and give Afghan security forces the main responsibility for fighting insurgents by the end of 2014.
