Gasoline output fell to 1.398 million tons in January to September compared to 2.062 million tons in the same period of 1999.
Diesel output dropped to 1.802 million tons in the first nine months of the year compared to 2.682 million tons over the same period a year ago.
Ukraine's six oil refineries have a total capacity of 52 million tons per year but they have not worked at full capacity since independence in 1991.
