Ukrainian President Viktor Yanukovych insists that his proposals for the revision of the draft Tax Code regarding the protection of the rights and freedoms of businesses be taken into account, First Deputy Head of Ukraine's Presidential Administration Iryna Akimova has said.

"The amendments from the presidential office should be taken into account," she told reporters in Kyiv on Thursday, adding that the amendments total 17 pages. Akimova said that the president noted the unacceptability of clauses on an increase in the number and duration of checks, the transfer of the functions of control over labor legislation to the tax authorities, the direct debit of funds, and the abandoning of the presumption of innocence of taxpayers.

The president also stressed the need to ensure the state’s responsibility for the late reimbursement of value added tax (VAT) and put back a clause on its automatic reimbursement, and also to refuse to return to the regime of special economic zones.

Akimova predicted that the draft Tax Code would be adopted in mid-autumn this year and that its provisions would come into force in mid-2011.
