Kyiv is unable to name the date of the next mayoral elections due to there having been amendments made to the Constitution of Ukraine, according to information in Kyiv's bond issue prospectus
"The mayor of the city is elected by direct voting. Until 2011, the residents elected the mayor for a term of four years. But the amendments to the Constitution of Ukraine, which are envisaged by the law adopted on February 1, 2011, extended mayor’s service term to five years. The previous snap elections were held on May 25, 2008. Before the amendment of the constitution in 2011, the elections were to be held in May 2012. But due to ambiguity in the constitution due to the amendments, now it is not clear when the following mayoral election is to be held," reads the prospectus.
According to the document, next elections to Kyiv City Council will be held in October 2013.
In February 2011 the president signed constitutional amendments setting the dates of the next presidential and parliamentary elections.
A total of 310 MPs voted for the bill of amendments to the Constitution of Ukraine. Fifteen MPs voted against the document.
On November 19, 2010, the Verkhovna Rada gave preliminary approval to constitutional amendments on the dates of the next presidential and parliamentary elections.
The law envisages that the president of Ukraine, the Verkhovna Rada, the Supreme Council of Crimea, deputies of local councils of all levels, and village, town, city heads are elected for five years.
The document notes that regular presidential elections will be held on the last Sunday of March of the fifth year of the president’s term, the parliamentary elections on the last Sunday of October of the fifth year of the parliament’s term, and the local elections on the last Sunday of October of the fifth year of the terms of deputies of local councils of all levels and village, town, city heads.
According to transitional provisions, the next parliamentary election is to be held in October 2012 and the presidential election in March 2015.
