A television broadcast is better for them than gathering at the stadium," Kyiv Mayor Leonid Chernovetsky said at a meeting of the operations headquarters of the city's emergency and anti-epidemiological commission on Monday.
"I think it would be humane if the rules of quarantine are not violated," he said.
However, Dynamo spokesman Mykola Neseniuk said that over 90% of the tickets for this match had been sold as of Monday.
"There are around 5-6% of the tickets left at ticket desks," he said.
Neseniuk said that the question of safety measures due to the epidemiological situation in Ukraine would be discussed at a special meeting with UEFA representatives on Tuesday.
"Gauze masks might be issued to fans," he said.
