Lytvyn: Early mayoral elections needed

Thus, as I read and understand this decision, then it [the decision on holding elections to local councils] came into effect from the moment of its adoption... This means that when the elections start, it is required to gather 51 votes in Kyiv city council, create an election commission and adopt a decision on the election of the city council and city head," he told journalists on Monday after a sitting of parliament's conciliatory council.
The speaker noted that the Verkhovna Rada received legislative regulations that foresee the adoption of laws on two rounds of the election of city mayors and amendments to the current law on the capital of Ukraine, Kyiv.
Lytvyn said that if the Verkhovna Rada adopts the resolutions, then apart from the resolutions on the election in Kyiv city, it would be necessary to adopt another 800 resolutions so as to unify a procedure of holding local government elections.
"That's why I claim that the decision of the Constitutional Court cannot be applied retrospectively, and the local government elections must be held on May 30," he said.
