Kyiv's authorities work is unsatisfactory, says premier

Ukrainian Premier Mykola Azarov has asserted that Kyiv's authorities work is unsatisfactory, the cabinet's department for public relations reported on Saturday.

Azarov gave his views at a meeting with the leadership of Kyiv city administration and heads of central executive power bodies devoted to the settling of urgent problems of Kyiv's development and provision for the city's vital needs.

"I think that authorities in the capital do not work," he said, adding that the problem has several reasons.

Azarov said that first, the problem is in incorrect manpower deployment.

"Most officials are not specialists in the local economy. Some of heads were appointed according to unclear criteria. It's a problem for them even to come to work."

In addition, the premier said that there is no efficient cooperation not only between services that are responsible for the functioning of the city's infrastructure, but also between district administrations.

"The Ukrainian president in a week arranged and appointed heads, resumed power vertical, and in one week we'll finish power formation in the regions, and everything would run like clockwork. What have changed: the Constitution or laws? Nothing, simply responsibility has returned to power. So one should not be at a loss, one should work professionally and in a responsible manner," Azarov said.

The head of the cabinet said that problems of the state of roads, sidewalk, elevator deterioration, waste pickup, street lights, safety on roads, stable electricity and water supply, functioning of sewers and low quality of public utility services have not been settled for years in Kyiv.

"This winter the city was like in a blockade," the premier said.

Azarov paid attention to the problem of traffic jams in Kyiv.

"Summer period is coming, when the number of cars grows on the city's roads, and nothing is done for settling of the problem of traffic jams. Underground parking lots remains only in word. How does Kyiv plan to host the Euro 2012?"

The premier said that representatives of the Interior Ministry should be involved in settling the problem of traffic jams in Kyiv. Azarov instructed Vice Premier Viktor Tykhonov to coordinate the settling of problems in the capital.

In addition, Azarov said that the problem of efficiency of usage of land resources and no-purpose spending of budget funds is still unsettled.

"We should urgently resume efficient capital management system," Azarov said.
