			<description><![CDATA[Kyiv City State Administration has allocated Hr 16.95 million from  the city budget for cleanup work following the recent accident at the  Bortnychi Sewage Treatment Works.]]></description>
			<yandex:full-text><![CDATA[A relevant instruction of Kyiv City State Administration, No. 124, dated January 26, 2012, has been posted on its Web site.<br />
<br />
According to the document, Public Joint-Stock Company Kyivvodokanal  ordered the construction documents and is working to clean up the damage  from the accident at the Livoberezhny underwater D-3000 mm sewer near  the first stage of the sewage pumping station of the Bortnychi works in  Darnytsky district.<br />
<br />
Kyivvodokanal was also instructed to select contractors for the  project, and jointly with the Main Housing and Utility Department of  Kyiv City State Administration to investigate the accident. If those  responsible for causing the accident are found, measures should be taken  to cover budget expenditures on cleaning up the damage from the  accident.<br />
<br />
First Deputy Head of Kyiv City State Administration Oleksandr  Mazurchak will oversee the fulfillment of the city administration's  instructions.<br />
<br />
As reported, on Jan. 17, at 0030, a sinkhole 10 meters long, 10  meters wide, and eight meters deep opened up in the three-meter diameter  left-bank automatic flow sewer near the first part of the sewage  pumping station. As a result of the collapse, the grids of the pumping  station were clogged with sand.<br />
<br />
Board Chairman of Public Joint-Stock Company Kyivvodokanal Valeriy  Chenchevy said that repairs of a breakdown at the Bortnychi works would  take about two months and cost Hr 4 million.<br />
<br />
According to Chenchevy, the Bortnychi works receives for processing  some 860,000-870,000 cubic meters of sewage per day, while its projected  capacity is 1.8 million cubic meters per day. The sewer was constructed  in 1964 and the accident was caused by the collapse of reinforced  concrete pipes due to gas corrosion. According to Chenchevy, this is the  biggest accident at the Bortnychi works over recent years. Smaller  breakdowns occur in other sewers once every three to four months. About  30% of sewers in Kyiv require urgent modernization.<br />
<br />
Meanwhile, Head of Kyiv Ecological and Cultural Center Volodymyr  Boreiko warned that the breakdown at a sewer of the Bortnychi sewage  treatment must be modernized as soon as possible, and that the  modernization would require some $ 5 billion.<br />

He also said that there is no threat to Kyiv in connection with this,  as the Bortnychi sewage treatment works is located downriver from Kyiv,  although a threat exists for Ukrainka, Kaniv, and Cherkasy, as  residents of these cities use drinking water from Dnipro.]]></yandex:full-text>

			<yandex:full-text><![CDATA[Deputy Head of Kyiv City Administration Oleksandr Puzanov and CISCO Managing Director for the CIS state, Pavel Betsis, signed the memo in Kyiv on Wednesday.<br />
<br />
Puzanov said that Kyiv City Council approved a program on the creation of an electronic government system (e-government) in the period until 2014.<br />
<br />
He said that Kyiv is planning to be in open and competitive cooperation with all leaders in the IT sphere during the realization of the program.<br />
<br />
He said that a similar memo of cooperation was signed by Kyiv authorities with Microsoft, and in future it is planned to sign a memo with IBM.<br />
<br />
He said that cooperation with global IT leaders would provide the city with the most modern solutions in the sphere.<br />
<br />
Betsis said that CISCO is a leader on the global communications solutions market.<br />
<br />
&quot;This means that we have the best solutions for the realization of certain tasks, including the said project,&quot; he said.<br />
<br />
The memo foresees cooperation between Kyiv City Administration and CISCO in IT solutions introduction: electronic management, education, healthcare, the designing and realization of joint projects, the introduction of IT solutions in city transport infrastructure management and the observation of traffic rules system, and the realization of a project to provide free Wi Fi Internet access in public places of the capital.<br />

			<yandex:full-text><![CDATA[A relevant cabinet instruction, No. 40 dated Jan. 18, 2012, on the approved procedure for the use of funds to fulfill a function of the capital by Kyiv city in 2012 (Hr 1 billion) has been posted on the government's Web site.<br />
<br />
In the same document the government allocated Hr 310 million to the Directorate on the Construction of Roads and Transport Facilities in Kyiv City to build a bridge over the River Dnipro and reconstruct two transport hubs in Kyiv.<br />
<br />
In particular, Hr 100 million will be allocated to build the Podil bridge.<br />
<br />
The document also foresees the financing of reconstruction of transport hubs on the crossroads of Druzhby Narodiv Avenue and Nadniprianske Shose (Hr 130 million) and a hub where Dniprovsky slope joins Naberezhne Shose (Hr 80 million) in Pechersk district.<br />
<br />
In addition, according to the document, Kyiv Metropoliten will obtain Hr 119.6 million to build subway lines in 2012.<br />
<br />
Some Hr 73 million will be used to finance the construction of a section of the Kurenivsko-Chervonoarmiyska subway line from the Lybidska to Vystavkovy Tsentr stations, and Hr 41.6 million to build a section from the Vystavkovy Tsentr station to Odeska Ploscha station.<br />

&quot;It has been a long time since the temperature dropped to minus 28  degrees Celsius. So we'll have to excuse our children from attending  schools and vocational schools, and they will have holidays until  Monday,&quot; Popov said on air of Kyiv TV Channel.<br />

According to his order, schools will be closed until Feb. 5, but  if air temperatures fail to rise this week, the vacations will be  extended, the city head said.<br />

The largest numbers of schools was closed in Ivano-Frankivsk, Dnipropetrovsk, Zhytomyr and Rivne regions.<br />

Ukrainian Emergency Situations Ministry reported on Tuesday that  thirty  people have frozen to death in Ukraine over the period of  severe  frost, with 21 dying on the streets.<br />

			<yandex:full-text><![CDATA[Deputy Head of Kyiv City State Administration Oleksandr Puzanov said  that the plan contains the city's policy in the sphere of outdoor  advertising, introduces a new principle of dividing the city into areas  and the classification of typical forms of advertizing.<br />
<br />
&quot;Now it is impossible to install an advertising construction  anywhere. Placement of advertising is strictly regulated now,&quot; he said.<br />
<br />
According to the plan, the city will be divided into five format  zones for advertizing. Outdoor advertizing will be forbidden in the zero  zone, which includes the buffer areas of architectural and historical  reserves, such as Sofia Kyivska and Kyiv-Pechersk Lavra, as well as  territories near outstanding monuments of history and architecture.<br />
<br />
In particular, outdoor advertizing will be forbidden at the  Andriyivsky Uzviz, near the Saint Michael's Cathedral and the Saint  Volodymyr's Cathedral, Andriyivska and Kyrylivska churches, Mariyinsky  Palace, and the Golden Gates.<br />
<br />
In addition, it is forbidden to place outdoor advertisements near the buildings of state and local authorities.<br />
<br />
The other four areas will be divided according to the formats of advertizing installations.<br />
<br />
According to Puzanov, as soon as the instruction takes effect, Kyiv's  authorities will bring order in the central part of the city within six  months.<br />
<br />

			<yandex:full-text><![CDATA[The United States Embassy is moving from its current locations around Kyiv to the new U.S. Embassy compound at 4 Aircraft Designer Igor Sikorsky Street (formerly Tankova) on Jan. 18-20. Most public services will be unavailable Jan. 18-19, other than emergency services to American citizens.<br />
<br />
Services will remain limited on Jan. 20, but the Embassy will be open for business Monday, Jan. 23 in its new location.<br />
<br />
The embassy is vacating its offices at 10 Yuriy Kotsubinskyi (chancery), 4 Hlybochytska (Artem Business Center), and 6 Pymonenko (consulate). We are moving in to this building almost twenty years to the date after opening our first embassy in Kyiv on Jan. 22, 1992.<br />
<br />
The last full day of visa and other consular services in the current Consular building at 6 Pymonenko St. was Tuesday, Jan. 17.  Because of the move, the Consular Section will be closed for all routine services for American citizens on Jan.18 and 19 and offer only limited services on Jan. 20.  Visa services will also be affected.<br />
<br />
Applicants with appointments should pay close attention to the instructions they receive regarding appointment times and locations to be sure that they appear at the correct time and place. All future appointments will be at the new location on Sikorsky Street.<br />
<br />
A second phase to the move will take place later in the year when USAID moves to its new building on the U.S. Embassy compound on Sikorsky Street. Details of this move will be announced at a future time. For the present, USAID will continue to operate out of its current offices at 19 Nizhniy Val.<br />
<br />
The U.S. Embassy phone and fax numbers are also changing. The new Main Phone Number is 044 521 5000 and the main Operator Fax Number is 044 521 5155.<br />
<br />
Effective Jan. 19, the ACS number changes to (+38) 044 521-5566 and the after-hours emergency line for U.S. citizens changes to (+38) 044 521-5000. For other inquiries the general number for the consular section is 044 521-5460.<br />
<br />
The artwork on display in the new U.S. Embassy includes a great number of works by both U.S. and Ukrainian artists, including Oksana Mas and Tamara Babak.<br />
<br />
The art is curated by the U.S. &ldquo;Art in Embassies&rdquo; program and includes pieces that were commissioned, purchased, borrowed, and donated. The mix of Ukrainian and U.S. art here is symbolic of the close ties between the Ukrainian and American people.<br />
<br />
The Embassy also features a small photo gallery highlighting Ukrainian-American multicultural connections; it features famous and successful American citizens born on the territory of present day Ukraine, or with recent ancestry here.<br />
<br />
In addition to the man for whom Sikorsky street is named &ndash; Igor Sikorsky, the great aircraft designer who studied and worked in Kyiv before emigrating to the United States &ndash; the portraits also include only a few of the many musicians, scientists, artists, engineers, diplomats, actors, and other professionals with roots in Ukraine who have helped make the United States the diverse and vibrant country it is today.<br />

Interesting Facts about the new U.S. Embassy</strong><br />
<br />
<strong>1</strong>   The New Embassy Construction contract was awarded by the Department to B.L. Harbert International.  The amount of the award was $209,000,000 made on September 30, 2008.<br />
<br />
<strong>2</strong>   The State Department&rsquo;s Bureau of Overseas Buildings Operations (OBO) managed the D/B contract.  OBO has a design team in Washington that ensures all of the U.S. Government criteria are included.  OBO also placed a team of technical construction experts on the ground to implement the design and manage all aspects of the construction.<br />
<br />
The Kyiv NEC project included the International Building Codes, supplemental Department design standards and Ukrainian codes.  The Department&rsquo;s contractor, Harbert, also places a technical team on the ground to execute the contract.  The working relationship between the OBO staff, Harbert and Ukrainian workers was excellent and sustained for the duration of the construction period.<br />
<strong><br />
3</strong>   The workforce used to build the New US Embassy was Ukrainian.  There were over 2,000,000 man and woman hours on the Kyiv NEC project.  The Department includes worker safety and training and implements fair labor practices and treatment of workers.<br />
<br />
There were no lost time accidents during construction, attesting to the both the implementation of safety standards and the willingness of workers to learn the latest industry safety practices.<br />
<strong><br />
4</strong>   The Kyiv NEC project is a green project and will also be a Leadership in Energy and Environmental Design (LEED) certified building.  Environmental considerations were given during the design and construction phases, and will also be a factor in operating the new facility.<br />
<br />
<strong>5</strong>   The groundbreaking ceremony was led by Ambassador William Taylor in May 2009.  Actual construction of the new Chancery building commenced October 2009.  The construction effort lasted 23 months.  The scope of work included 15,000 square meters of building space and is designed for over 700 personnel.<br />
<br />
<strong>6</strong>   Many of the materials used to build the new Embassy were purchased in Ukraine &ndash; stone, landscaping, all of the tens of thousands of cubic yards of concrete, metals, paint, stucco.  There were also many Ukrainian specialty contractors who assisted with the effort.<br />
<br />
<strong>7</strong> The Ukrainian workers took pride in their work, and it shows.  The quality of the work in the new Kyiv NEC project is outstanding and will serve as a platform for democracy that will last indefinitely.]]></yandex:full-text>

According to the official, two buildings were put in operation in  Darnytsky district, including a block with 368 flats at 12 Hryhorenka  Avenue, 73 of which were transferred under the affordable housing  program (the builder was JSC Kyivmiskbud) and a building with 119  apartments at Poliska Street, 15 of which were transferred to  participants of the program.<br />
<br />
In addition, Zhytlobudinvest-UKB municipal company placed into  operation two blocks of flats in Desniansky district: a building of 230  apartments at 9 Hradynska Street and a building of 160 apartments at 11  Hradynska Street, in which 37 apartments were allocated under the  program.<br />
<br />
As reported, the 2012 national budget doubled funding for the affordable housing program compared to 2011, to Hr 200 million.<br />

The fund uses state funds to issue long-term, low-cost loans for  housing construction to young families and single young people who need  better living conditions, and raises additional off-budget resources to  finance the state program for providing youth with housing for  2002-2012, which was approved by the government on July 29, 2002.]]></yandex:full-text>

			<yandex:full-text><![CDATA[&quot;In 2011, housing prices in Kyiv fell by 1.25% on average. The fall  was uneven. In the first half of the year the prices were considerably  falling and by August were down by 4% on average. In August&hellip; people  started investing in property, and a slight splash was seen, which  continued from August to October and forced prices to grow by some 3%.  However, from October the situation calmed down and today we see a  stable level. A fall in activity is seen. Today, property prices are  similar to those registered in 2009 after a large correction,&quot; Zhoholev  said at a press conference at Interfax-Ukraine in Kyiv on Monday.<br />

Zhoholev also said that demand has reoriented to the segment of  large, quality property, in particular, in September-October demand for  two- and three-room apartments was seen.<br />

He said that currently the average price of a one-room apartment in  Kyiv is $71,000, that for an apartment for small families - $52,000, a  two-room apartment - $98,000 and a three-room apartment - $125,000.<br />

&quot;The smallest price of an apartment today is around $35,000 &ndash; these  are re-equipped privatized dormitories with a common kitchen, etc,&quot; he  added.<br />
<br />
The expert also said that last rent rates for housing in Kyiv grew by  some 5% mainly thanks to economy and medium class apartments in  outlying districts of Kyiv. Rent rates in downtown Kyiv almost remained  unchanged.<br />
<br />
He said that in 2012 rent rates would grow along with inflation.<br />
<br />
The president of the Union of Realtors of Ukraine and director  general of Samson consulting company, Oleksandr Rubanov, said that  growth of rent rates in Kyiv in the period of the Euro-2012 European  football championship could be 5-7%.<br />
<br />
Rubanov added that in 2011 the number of property sale and purchase deals in Kyiv grew by one third compared to 2010.<br />
<br />
Commenting on the deals with mortgage crediting, Zhoholev said that  at present, it is better to lease an apartment and not to buy it with  mortgage crediting.<br />

			<yandex:full-text><![CDATA[According to the announcement, the increase was agreed upon results of a meeting between Deputy Kyiv City Administration Head Oleksandr Puzanov with representatives of Kyiv&rsquo;s outdoor advertising operators.<br />
<br />
&ldquo;From September 1, after a discussion with market players, the tariffs could be revised again,&rdquo; reads the press release.<br />
<br />
The Association of the Outdoor Advertising of Ukraine told Interfax-Ukraine that an increase in the tariffs on outdoor advertisement in Kyiv could be announced only after the final approval of the tariffs via a decision of Kyiv City Council.<br />
<br />
The report also says that Kyiv City Administration is planning to change the rules for placing outdoor advertisement facilities in the capital.<br />
<br />
&ldquo;We're aiming to create a non-aggressive and comfortable environment for Kyiv residents, where advertisements do not disturb residents, but beautify the city,&rdquo; the press service said, citing Puzanov.<br />
<br />
According to a concept on the development of outdoor advertising in Kyiv, which will be submitted for the discussion by Kyiv City Council on January 26, 2012, four zones for placing outdoor advertisement facilities will be introduced in the capital. The placement of any advertisement in a zero zone will be prohibited, such as in buffer territories of architectural-historic reserves, properties of UNESCO cultural and natural heritage, historical and architectural monuments, landscape parks and administrative center of the city, reads the document.<br />
<br />
The Association of the Outdoor Advertising of Ukraine says that with the approval of the concept, the number of outdoors advertisement facilities in downtown Kyiv will be reduced by some 30 percent, and its cost will grow by 10-15 percent after the two-stage increase of the tariffs by 20 percent from March and August 2012.<br />
<br />
Kyiv City Administration on January 10 introduced a moratorium on the placement of some types of outdoor advertisement, in particular, boards and light boxes. From January 1 to August 1, 2012, the submission of applications on the issue of the relevant permits has been temporarily suspended. The moratorium does not apply to the following types of advertisement facilities: pedestals, freestanding special frames, advertising signs and signs on buildings.<br />
<br />
In addition, Kyiv City Administration does not recommend that outdoor advertisers install outdoor advertisement facilities, to which a moratorium applies, even if the advertisers obtained permits earlier. 			<yandex:full-text><![CDATA[The text of a respective instruction of Kyiv City State  Administration dated Dec. 30, 2011 has been posted on the official  Web site of the city administration.<br />
<br />
The commission is chaired by Deputy Head of Kyiv City State  Administration Ruslan Kramarenko, and district state administrations  will have to form similar district commissions to assist in holding the  census.<br />
<br />
According to the instruction, the district state administrations will  have to check &quot;the correctness and the completeness of the census  registration,&quot; as well as clarify the borders of districts, names of  streets, numeration of blocks, buildings and apartments.<br />
<br />
The relevant departments of Kyiv City State Administration will have  to conduct a census of servicemen, imprisoned people, permanent  patients, and homeless people.<br />
<br />
The nationwide census will be held in December 2012.<br />
<br />
The last census was held in Ukraine in 2001, when the total  population of Ukraine stood at 48.457 million people. As of Jan. 1,  2012, the Ukrainian population was 45.63 million people, according to  the State Statistics Service.]]></yandex:full-text>

As reported, the bank's shareholders at a general meeting on Oct. 31, 2011 decided to increase the bank's charter capital by Hr 99.967 million or by 13.72%, to Hr 828.83 million.<br />
<br />
The bank is privately placing additionally issued shares from Dec. 29, 2011 to January 18, 2012.<br />
<br />
The banker said that the bank's shares could be attractive to potential investors and they are listed on the market at a price higher than their face value.<br />
<br />
&quot;I cannot comment on the issue of the bank's sale, as this is in the competence of the shareholders. The bank is interesting to investors now, as it is a well-capitalized and stable bank. Now and then the bank has offers from potential investors on the possible acquisition of the bank,&quot; Hrydzhuk said.<br />
<br />
The banker also said that the decision of Kyiv City Council to approve a credit agreement with Oschadbank to raise a three-year Hr 350 million credit using a municipal stake in Khreschatyk Bank as collateral was evidence of the good market value of the bank's shares (the total nominal sum of the stake belonging to Kyiv city is Hr 182.216 million, while the shares secure a Hr 350 million credit).<br />
<br />
Commenting on the bank's development plans for 2012, Hrydzhuk said that this year the bank is intending to increase total assets by 10%.<br />
<br />
The bank's credit portfolio could expand proportionally to the total asset growth and reach Hr 4.9 billion by late 2012.<br />
<br />
The banker also said that profit from operations in 2012 could reach some Hr 70 million and net profit &ndash; some Hr 40 million.<br />
<br />
In 2011, the bank could post losses due to the changes in the procedure for the calculation of collateral for some credits from January 1, 2012.<br />
<br />
Speaking about the bank's program on the optimization of its regional chain, Hrydzhuk said that this year some departments could change their location, but their total number would not considerably change.<br />
<br />
&quot;We're planning to retain the present regional chain, but some department could change their location. In addition, if our clients require an increase in the number of outlets, we'll open new ones, of course, taking into account the economic practicability,&quot; he said.<br />
<br />
By early 2012, the bank's regional chain included 152 departments.<br />
<br />
Hrydzhuk said that last year four departments were opened, and the bank finished a switch to a two-level management system: all outlets on the bank's balance sheet were reorganized into off-balance outlets.<br />
<br />
The banker also said that in 2012 the bank is planning to install 100 ATMs, and their total number would reach over 400.<br />
<br />
He said that the expansion of the ATM chain is linked to the fact that the bank won a tender to participate in a project on the issue of a Kyiv resident social card.<br />
<br />
&quot;In H1, 2012, the bank will issue 80,000 cards under a pilot project,&quot; the banker added.<br />
<br />
Khreschatyk Bank was founded in 1993. The main financial department of Kyiv City State Administration as of Oct. 1, 2011 owned a 24.8981% stake in the bank, Ukrfinkom 37.4306% and Market Invest Group Ltd. 24.9796%.<br />

The supermarket, which will be the second store of the Amstor chain  in Kyiv, will be located on the ground floor of the six-level trade  center.<br />

The report says that the Sport Life fitness club is another anchor leaser of the trade center.<br />
<br />
The gross area of the Marmelad trade center, which is  developed by Mava industrial and commercial firm (Kyiv) is 58,000 square  meters in area, while the gross leasing area is 40,000 square meters.<br />
<br />
The center will also include a multilevel parking area for 1,000 cars.  The amount of investment in the realization of the project has not been  disclosed.<br />
<br />
Mava industrial and commercial firm was established in 1998. The firm  operates on the real estate market.<br />
<br />
In 2010, the company cut its net  loss by 33% on 2009, to Hr 21.26 million. The uncompleted construction  expanded by 5.6% in 2010, to Hr 649.68 million.<br />
<br />
According to market players, Mava is affiliated with Vadym Marisenko,  who ran for the post of Kyiv mayor post from the Agrarian Party of  Ukraine in 2008.<br />
