President outlines policy priorities

Yushchenko called on the three largest parties – the Party of Regions, the Yulia Tymoshenko Bloc and Our Ukraine-People’s Self-Defense – to begin coalition talks.

“More than 80 percent supported these three forces in the last year-and-a-half… Ukraine should emerge united after elections. There should not be two Ukraines as a result. I call on political colleagues to not pursue personal interests, but consolidate around national priorities,” Yushchenko said on Oct. 3.

Yushchenko said that he is prepared to act as a “guarantor” of the talks.

The previous day, Byut leader Yulia Tymoshenko ruled out the possibility of forming a coalition with the Regions in the next parliament.


Five priorities

Yushchenko said that the coalition in the next Rada should adopt an economic program “through market mechanisms to stop rising prices and balance citizens’ incomes.”

Yushchenko said that the coalition should cancel immunity from prosecution for legislators and do away with perks and privileges enjoyed by parliamentarians.

The president said that passing the 2008 state budget should be the future coalition’s third priority.

“I will not consider a draft budget where the monies saved from canceling privileges for legislators are not allocated to social payments,” he said.

Yushchenko called for the creation of a national bureau to combat corruption and said the coalition should pass a number of anti-corruption measures.

The president said that the fifth priority for the coalition will be the country’s Constitution.

“The detonator that set off the political crisis was the political reform of 2004. It will be difficult to maintain political stability without reforming the Constitution. That is why 2008 will be dedicated to a new constitutional process and new edition of the Constitution,” he said.
