Ukrainian parliament overrides presidential veto on impeachment law

The Verkhovna Rada did not support any of the president's proposals to this law.
It was reported that Ukrainian President Viktor Yuschenko returned his proposals facilitating the procedure of the president's impeachment to the Verkhovna Rada.
In particular, these proposals give very broad powers to the parliamentary special commissions, including the powers, which are granted to pre-trial investigation authorities by the Criminal Procedural Code.
These commissions will be formed "as independent law enforcement agencies with virtually unlimited powers, and not as parliamentary bodies," Yuschenko said.
According to the Constitution, an investigative commission will not bring someone to account but will prepare and review issues, and its conclusions and proposals will not be crucial for the inquest and the court.
The Ukrainian parliament passed the bill about its provisional investigative commissions, the special provisional investigative commission and provisional special commissions on January 15.
According to the bill, the parliament will set up a special investigative commission for conducting an enquiry as to whether the Ukrainian president committed high treason, or for making other submissions.
The impeachment of the Ukrainian president was proposed after a submission was filed by a majority of the Verkhovna Rada constitutional members (300 MPs), whose signatures cannot be revoked.
