Emergency ministry sees no grounds for state of emergency
Nov 6, 2009 at 17:07 | Interfax-Ukraine"The situation at present is under control and predictable, and there is no need to announce a state of emergency," the director of the civil protection department of the Emergencies Ministry, Vasyl Kvashuk, said during a phone-in in Kyiv on Nov. 6.
He noted that a state of emergency can be introduced by the Verkhovna Rada at the request of the president.
At the same time, the emergency rule can be imposed only if there is a threat to citizens' lives and steps can be taken to stop the widening of this threat, Kvashuk said.
