Emergency ministry sees no grounds for state of emergency

He noted that a state of emergency can be introduced by the Verkhovna Rada at the request of the president.
At the same time, the emergency rule can be imposed only if there is a threat to citizens' lives and steps can be taken to stop the widening of this threat, Kvashuk said.
