The National Environmental Investment Agency of Ukraine and the Ministry of the Environment and Rural and Marine Affairs of Spain will sign a contract on the purchase and sale of three million carbon emission rights, also known as assigned amount units (AAU), under the Kyoto Protocol.

A respective order for the agency is stipulated in Ukrainian government resolution No. 1388 of November 18, which was published on Friday.

As reported, in January-March 2009, the Ukrainian government already ordered the National Environmental Investment Agency to conclude the first similar deals and sell 50 million AAU to the Japanese New Energy and Industrial Technologies Development Organization (NEDO) and 14 million AAU to other Japanese companies.

In May 2009, the agency was tasked to sign contracts on the sale of another 100 million AAU to Swiss-based Dighton Carbon SA and 50 million AAU to New Zealand-based Tawhaki International LP.

The World Bank earlier estimated the cost of AAU in possible deals with Ukraine at between EUR 1 and EUR 10 per unit. According to the latest reports, the price could be around EUR 10 per unit.
