Mohyliov was born in the city of Petropavlovsk-Kamchatsky, Russia, on April 6, 1955. In 2007, he served as deputy interior minister and chief of the Ukrainian Interior Ministry's main office in Crimea.
Mohyliov is a police major-general. He headed the Interior Ministry's office in Makiyivka, Donetsk region, until February 2005. He earlier held the post of chief of the ministry's office in Artemivsk, Donetsk region.
Mohyliov headed the Crimean republican campaign headquarters of presidential candidate Viktor Yanukovych during the 2010 presidential election campaign.
