Only the president and the Cabinet of Ministers can submit a query about the constitutionality of an international treaty to extend the presence of the Russian Black Sea Fleet in Sevastopol to the Constitutional Court of Ukraine, Chairman of Ukraine's Constitutional Court Andriy Stryzhak told reporters on Friday.

"You should know that there are two subjects that can ask the Constitutional Court to rule on international treaties – the president and the Cabinet of Ministers, but not MPs, no one else," Stryzhak said.

At the same time, the Constitutional Court’s chairman refused to comment on the Russian-Ukrainian deal on the Black Sea Fleet.

"Let’s wait until it is ratified, if it is ratified, and then we will analyze it," he added.
