Ninety percent of decisions taken by the previous government have not been implemented in Ukraine, Prime Minister Mykola Azarov has said.

Azarov linked a low level of executive discipline to a total loss of the system of government in Ukraine.

"This problem with the loss of system of government penetrated every village and town," he added.
