As the State Employment Center of Ukraine has reported, average unemployment in Europe is higher than in Ukraine. Experts note that the unemployment rate among the Ukrainian population aged 15-70 years, defined by the methodology of the International Labour Organization (ILO), fell from 8.6% of the economically active population in the first 9 months of 2009 to 8.0% in 9 months 2010.
