Ukrainian President Viktor Yanukovych has vetoed a law on the regulation of town planning and returned it to the parliament with his proposals, the presidential press service has reported.

The president said that the law restricts the rights of citizens in taking part in discussions about town planning. The law creates opportunities to interfere in the exclusive competence of local government bodies, including the restriction of the powers of rural and town councils regarding the approval of town-planning documents, which is stipulated in the law on local government in Ukraine.

The document does not foresee appropriate punishments for negative consequences caused by the violation of construction requirements and rules on design, the examination of projects, and construction processes.

The president insisted on the obligatory registration of citizens, communities and local councils during the drawing up of town-planning documents.

In addition, Yanukovych said that punishments should be set in law in the case that construction requirements and rules are violated.

As the issue of the relaxation of permission procedures in the construction sphere is very important for the Ukrainian economy, the head of state insisted on there being an urgent discussion by parliament this session week about his proposals on the law on the regulation of town-planning.
