The Ukrainian parliament has divided the powers of regulatory bodies with regard to the functioning of natural monopoly markets.

A total of 262 out of 418 lawmakers registered in the session hall supported the law amending some Ukrainian laws in dividing the powers of state bodies in the natural monopolies and communication areas.

The law divides the powers of regulatory bodies with regard to defining economic entities on markets that are in a state of natural monopoly and on adjacent markets. In addition, the law removes the duplication of the functions of state bodies in the areas of supervision over price formation. The powers of the National Commission for Communications Regulation (NCCR) have been expanded with regard to analyzing markets and defining telecommunications operators with Significant Market Power (SMP) on the telecommunications service markets.

The law says that the main task of the Antimonopoly Committee of Ukraine in the formation and realization of competition policy is supervision over the observation of laws on the protection of economic competition in pricing and tariff regulation for goods made by natural monopolies.

The law also introduces an obligatory fee for interconnection to telecommunications networks of operators without SMP at a level of no lower than relevant fees of operators with SMP.
