Chairman the parliament's committee for national security and defense Anatoliy Hrytsenko has proposed to give Ukraine's president the right to apply the Armed Forces beyond Ukraine's borders.

Hrytsenko, a presidential candidate, registered the relevant draft law "On amendments to the law on defense of Ukraine (concerning operational application of the Armed Forces beyond the territory of Ukraine)" in the Verkhovna Rada on December 25, 2009, the press service of the politician reported on Monday.

The draft law foresees possible operational application of the Armed Forces beyond the territory of Ukraine in line with the generally accepted principles and regulations of the international law, and international agreements of Ukraine. The president of Ukraine will have the right to apply this law abroad after the Verkhovna Rada approves this decision.

Hrytsenko proposed "to protect life and health of Ukrainian citizens and military contingent of Ukraine located abroad that fulfills peacekeeping operations."

According to the draft law, the Ukrainian troops could be applied beyond the borders of Ukraine so as to fight against piracy, provide navigation safety and protect other states that addressed Ukraine with a relevant request.
"This law is a requirement of time, it will introduce a mechanism of guarantees written in our Constitution. The draft law is aimed at protecting interests of our citizens. It is not aimed against Russia, Romania, France or the U.S., or any other states in any case until they have hostile intentions against Ukraine," Hrytsenko explained
