Member of Parliament Hennadii Moskal Member of Parliament Hennadii Moskal of the Our Ukraine - People's Self-Defense bloc faction, former deputy minister of interior affairs, on March 13 told Radio Svoboda that the new leadership of the interior ministry coerced all heads of the ministry's regional departments to tender resignation.

"Yesterday [March 12] after a coordination meeting the new president held at the Prosecutor-General's Office house, even not him [Interior Affairs Minister Anatolii Mohyliov] but one of his deputies coerced all heads of regional departments to hand in resignation letters," he said.

The legislator was surprised by such a start of rearrangement of the police.

"I don't think all heads of internal affairs agencies were Ukraine's enemies and were spiting. Probably, they have a [personnel] reserve. But if they make such appointments as the minister and under this principle will be appointing heads of all regional divisions, I personally believe this will throw off police far from any reform or somewhat order in the streets; no security for our own is to be expected shortly," Moskal states.

The lawmaker regards as bad the manning of the interior ministry system and poorly organised system of the professional training, so he stands for changing the internal affairs bodies, to start from training staff.

As Ukrainian News earlier reported, the Verkhovna Rada on March 11 approved staff of the Cabinet of Ministers led by Prime Minister Mykola Azarov.

Moskal called appointment of Nestor Shufrych as the Emergencies and Affairs of Population Protection from the Consequences of the Chornobyl Catastrophe Minister, of Vasyl Tsushko as the Economy Minister, and of Anatolii Mohyliov as the Interior Affairs Minister Party of Regions' ill-advised personnel decision.

In particular, in his commentary to Mohyliov's appointment Moskal said that among all candidates for the interior minister position with high workforce capacities the Party of Regions chose the worst candidacy to this post, since this person was not known to the internal affairs bodies system.

From February to December 2007 Mohyliov headed the interior ministry's main department in Crimea.
