Yanukovych signs law empowering president to appoint head of Kyiv City State Administration
Sep 8, 2010 at 20:21 | Interfax-UkraineThe Verkhovna Rada, Ukraine's parliament, passed a respective law on September 7.
Under the law, the territorial community of Kyiv and Kyiv City Council were granted the right to decide on the creation or disbanding of district councils in the city.
In addition, the president is empowered to independently appoint the head of the city administration, as well as the heads of district administrations if district councils are not created.
