Verkhovna Rada Speaker Volodymyr Lytvyn has proposed that security agencies be involved in unblocking the work of the Ukrainian parliament.

At a press conference in Kyiv on Friday, the speaker proposed that the parliament approve a resolution containing several clauses. The first clause, he said, should oblige the State Guard Department and the Security Service of Ukraine, as the issue concerns a public institution, to prevent the blocking of the parliament’s activities.

The second clause of the resolution, in his opinion, should order the Prosecutor General’s Office "to document what is happening [in the parliament] and respond to this in line with the law."

Lytvyn said that talks with the leaders of factions were meaningless, because decisions to block the parliament were taken outside the Verkhovna Rada and were evidence of the continuation of a struggle between Batkivschyna Party leader Yulia Tymoshenko and incumbent Ukrainian President Viktor Yanukovych through the use of the Verkhovna Rada’s session hall.
